Clutch issue with 1999 yz 125 restoration

So i have been working on this bike now for months complete engine rebuild finished and in frame except for one issue with the clutch   

Background      i have purchased and installed all new clutch pack and springs  a new inner clutch hub  new thrust bearings  outer basket looked good a newer hinson installed everything according to 2 different manuals    i also purchased a boyeson clutch cover and installed the old actuator arm in the new cover with new bearings and seals   

Everything seems fine from the install going off manuals but after completely bolting down the cover the top hat push rod seems to bottom out on the inside cover before allowing the clutch to disengage    the actuator lever has free play but instead of the clutch disengaging it seems to bottom out before the pressure plate can be pulled   i have tried to pull the cover and set the gears for the push rod again with no change and i am confused on what could be the issue 

The bike was in pretty bad shape when i got it but i have gone through and vapor blasted everything  changed every bearing and any part i saw with wear  

If anyone has info on what possibly could cause this i would appreciate it     my thoughts is that the aftermarket clutch cover could be the cause or it seems like the top hat push rod is too long i did not replace the push rod but it looks in very good condition
